Located downstream of the Mekong River, Vietnam is the country most at risk from water use activities of the upstream countries, regardless of the target for hydropower or agricultural irrigation. When all the hydropower projects, a large water transfer on the Mekong River Basin is in the startup phase, is still not too late to look into opportunities policy reforms to develop an overall basin plan with the goal of minimizing the impact on people and ecosystems, while ensuring the development needs of all parties.
